Instrumentation Automation Surveillance & Communication Sector Skill Council is a Section 8 Company of the Companies Act, 2013, Not for Profit Organization, responsible for developing Indian Skill ecosystem for Instrumentation, Automation, Surveillance & Communication Sectors. It is under the Administrative Control of the Ministry of Skill Development & Entrepreneurship, Government of India. Instrumentation Automation Surveillance & Communication Sector Skill Council's mandate is to certify 5 million skilled workforces by 2025.  

 

The broad functions of the Council are given below:

  • To get QP and NOS developed.
  • To identify Skill Gaps in IASC Sector.
  • Development of Content.
  • Selecting Training Partners and Assessors.
  • Interface with the Industries and other related functions.
  • Training of Trainers, Training of Assessors and Certification.

  • Will be responsible for defining and developing the strategies which underpin Council’s CSR objectives.
  • To conduct research, come up with ideas, develop policies, create detailed plans, build relationships with partner organizations, and then implement and coordinate a range of activities and initiatives which are designed to have a positive impact on the environment and local communities.
  • Will act as an internal and external representative for your company’s CSR policies and projects.
  • Will be responsible for raising awareness of Council’s commitment to CSR and generating publicity around Council’s altruistic endeavors.
  • To develop an effective CSR programme encompassing environment, workplace, community and marketplace issues that will deliver agreed CSR targets
  • To establish a mechanism and strategy to engage employees
  • To understand industry standards for measurement and establish CSR performance indicators to bring the organization in line
  • To develop and author an annual CSR report that provides clear direction on strategy, delivery and performance

Job Description :

As HEAD - IT you will be responsible for providing complete range of Technology Services consisting of Application Development and Support, Information Technology Infrastructure Services through outsourced partners, Technology Risk Management, and Technology budgets and cost allocations.


a) Strategy & Planning

  • Lead strategic technological planning to achieve Council goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies
  • Collaborate with the appropriate Council Unit Heads to develop and maintain a technology demand plan for respective Council unit, while maintaining Technology standardization across the organization
  • Participate as a member of the senior management team in governance processes of the organization's architecture, networks, Cyber Security ,data storage, media, and desktops.
     

b) Change and Innovations

  • Develop Council case justifications and cost/benefit analyses for technology spending and initiatives.
  • Define requirements for new technology implementations and communicate them to key Council stakeholders.
  • Assess and communicate risks associated with technology-related investments and purchases.
  • Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale across group companies.
  • Define and manage policies, procedures and standards for the organization for acquiring, implementing, and operating new network systems, equipment, software, and other technologies.
  • Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.

 

c) Council support

  • Analyze and improve upon technology standards across the organization to maintain a technological and competitive edge within the market.
  • Creatively and independently provide resolution to technical solutions to Council challenges in a cost-effective manner.
  • Develop, track, and control the technical services annual operating and capital budgets for purchasing, staffing, and operations.

    • Good background in managing development teams on Server side and client side programming using Java, MVC, PHP, MongoDB,  Red Hat Linux, XAMP& WAMP, LAMP, Joomla, JSON, SOAP, REST, HTML5, CSS, JavaScript, etc
    • Knowledge of Cloud Computing, Mobility Solutions, Digitalization, Web Technologies
    • Proven experience in planning, organization, and development of software
    • Demonstrated ability to apply technology solutions to Council problems

 

  • Desirable:
    • Experience in strategic technology planning, execution, and policy development
    • Programming using ASP.NET, MemCache,  Native Android, Native IOS, Social APIs, SVN etc.

Job Description :
  • To Liaise with State Skill missions and other related agencies regularly to obtain and update data regarding types of skill courses /No. of seats in each course /fee for the paid courses etc. being conducted as a part of State development initiative. Attend all meeting organized by State Skill missions regularly and forward feedback to the Council Head office
  • To Obtain the data/contact details of all District programme officers, posted as part of State skill mission, and through them update data about type and number of industries as well as Skill training / Vocational Training institutes working /established in each district
  • To update the database regularly related to the training partners and institutes in each district which are conducting skill training in IASC SSC Sub Sectors (Instrumentation Automation Surveillance & Communication)
  • To Update the Database district wise related to aggregation of Demands both from Industries as well as Job seekers across the states.
  • Represent Council in all meetings /conferences/Seminars organized in different states in connection with skill development and related activities
  • Present papers, write articles and offer comments in skill related topics for our council magazine as well as for seminars /conferences
